Fentanyl, a potent synthetic opioid, has resulted in over 52,000 American deaths within a year ending in October 2024, as indicated in the latest Annual Threat Assessment (ATA) from the US intelligence community released on Tuesday.
According to the report, transnational criminal organizations (TCOs) are often supported by state actors like China and India, which provide essential precursors and equipment necessary for drug manufacturing. China is noted as the primary source for these illegal fentanyl precursors and equipment, with India following closely behind.
This marks a significant shift in the US’s stance, as it is the first instance of India being classified alongside China for its role in supplying precursor chemicals to drug cartels. Previous reports had classified India as a lesser source. The report’s timing coincides with US President Trump’s focus on combating the opioid crisis, which has influenced his foreign policy choices. Trump has recently declared an intention to eradicate the fentanyl epidemic in America.
In early February, Trump imposed a 10 percent tariff on China, citing its insufficient measures against fentanyl trafficking, alongside a 25 percent duty on imports from Canada and Mexico due to inadequate border enforcement against drug trafficking. Furthermore, Trump has announced potential reciprocal tariffs as part of his “Liberation Day” proposals set for April 2, while India negotiates a free trade agreement with the US that may mitigate some tariffs.
