Lebanon Forms New Government, Aiming for Reform and Stability Post-Crisis

Lebanon has formed its first complete government in over two years, led by new Prime Minister Nawaf Salam. Salam commits to restoring stability through reforms and addressing economic crises while ensuring security against Hezbollah. The cabinet reflects a shift from Hezbollah influence, increasing alignment with international expectations. However, tensions persist along borders, jeopardizing overall stability.

Lebanon has formed its first full-fledged government since 2022, as Prime Minister Nawaf Salam announced the cabinet’s establishment. President Joseph Aoun accepted the resignation of the previous caretaker government and signed a decree facilitating the new formation, which aims to restore confidence domestically and internationally while addressing Lebanon’s dire economic situation.

Prime Minister Salam emphasized the necessity of reforms, stating, “Reform is the only path to true salvation.” He committed to following through on a ceasefire agreement with Israel, promising to ensure Israeli withdrawal from Lebanon and support reconstruction efforts in war-affected regions.

Salam’s new cabinet includes 24 ministers representing both Christian and Muslim communities and aims to stabilize the country amidst ongoing challenges, including economic hardship and security threats. Salam, an experienced diplomat, has vowed judicial and economic reforms to tackle Lebanon’s multifaceted crises.

Although Hezbollah did not formally endorse Salam, they engaged with him regarding Shiite representation in the new government. U.S. envoy Morgan Ortagus noted clear U.S. disapproval of Hezbollah’s role, further complicating Lebanese internal politics and future relations with Gulf states.

Lebanese President Aoun, also unsanctioned by Hezbollah, shares Salam’s vision of state authority. He aims to eliminate the parallel authority of Hezbollah’s military apparatus and consolidate the state’s power.

Lebanon continues to face upheaval along its eastern border with Syria, where tensions are high due to clashes involving local clans and Syrian security forces. Smuggling activities persist, prompting military responses from both sides of the border as the situation remains precarious.

Israeli military actions have intensified, with recent drone strikes targeting Hezbollah operatives near the Syrian border, contributing to a volatile security environment. The ceasefire agreement stipulates the right to self-defense but leaves interpretation open, prolonging conflict risks in the region.

The formation of Lebanon’s government comes after over two years of political deadlock, marked by ongoing economic turmoil. The country has been enduring a severe financial crisis since 2019, characterized by rampant inflation, declining living standards, and weakened institutional frameworks. The involvement of internationally significant players like Hezbollah and reactions from countries such as the U.S. shape internal dynamics and external relations. The ceasefire agreement with Israel also highlights regional security concerns pertinent to Lebanon’s political climate.

The establishment of Prime Minister Nawaf Salam’s government signals a potential shift towards stability and reform in Lebanon amid its economic and security challenges. Salam’s commitment to restoring confidence and negotiating peace reflects an important step in rebuilding Lebanon’s standing. However, ongoing security tensions, particularly with Hezbollah and border issues, pose significant hurdles ahead as Lebanon navigates its recovery and reinstates state authority.
