California’s Stance Against Exporting Diesel Pollution to Developing Nations

California should prioritize environmental stewardship but faces challenges with Caltrain’s donation of decommissioned diesel locomotives to Peru. Senator Cortese introduced Senate Bill 30 to prohibit such practices due to their negative impact on global pollution levels and health risks. The importance of maintaining clean energy standards is crucial as California leads the way in fighting climate change.

California should take the lead in environmental stewardship and clean energy transition. Unfortunately, Caltrain is counteracting this initiative by donating decommissioned diesel locomotives, which release harmful pollutants, to Peru. This act sets a poor precedent globally, undermining clean energy efforts and may negatively influence environmental standards elsewhere.

To combat this issue, I introduced Senate Bill 30, which aims to ban the resale, donation, or transfer of retired diesel locomotives. Caltrain made this decision following the electrification of rail lines between San Jose and San Francisco to significantly reduce diesel emissions. However, by sending older diesel trains to Peru, the pollution problem is merely relocated rather than resolved, negating California’s progress and exacerbating global pollution issues.

Climate change is a universal crisis requiring collaborative solutions, as the detrimental effects of diesel emissions do not respect political boundaries. California must not tolerate pollution, whether at home or abroad. The hypocrisy of exporting pollution to a developing nation must end, especially when clear evidence shows it threatens public health in Peru, increasing risks of cancer and respiratory conditions.

The assertion that donating these trains benefits Peru is unfounded. Would we consider sending these obsolete diesel trains to our local communities? Developing nations should have the opportunity to pursue clean technologies rather than follow outdated carbon-intensive paths. My proposed legislation emphasizes that diesel pollution is a global concern, and its risks are consistent worldwide.

Diesel exhaust contains over 40 known carcinogens, contributing to health problems like heart disease and respiratory ailments, alongside significant air pollution affecting agriculture and climate. Amidst political challenges, including the U.S. withdrawal from the Paris Agreement, it remains crucial for California to lead the charge in lowering global diesel emissions and promoting cleaner alternatives.

In summary, California must uphold its commitment to environmental leadership by preventing the export of pollution via outdated diesel locomotives.
