Empowering Togo: UNDRR and Partners Enhance Disaster Risk Management

The UNDRR, in partnership with GCF and BOAD, hosted a workshop in Incheon, South Korea from April 8-11, 2025, to enhance Togo’s disaster risk management capabilities. The training covered disaster risk reduction, climate change adaptation, and involved stakeholders from key Togoian institutions. Participants learned about practical tools and frameworks, concluding with a field visit to demonstrate integrated disaster systems.

From April 8 to 11, 2025, the United Nations Office for Disaster Risk Reduction (UNDRR) organized a technical workshop in Incheon, South Korea. This workshop aimed to train national stakeholders from Togo on disaster risk reduction (DRR), climate information, and early warning systems. It was held in collaboration with the Green Climate Fund (GCF) and the West African Development Bank (BOAD) to support a newly approved GCF co-funded project aimed at enhancing resilience in vulnerable Togoian communities.

The training welcomed representatives from Togo’s critical institutions, including the National Agency for Civil Protection (ANPC) and the Togolese Meteorological Agency (ANAMET). Sessions covered various themes such as multi-hazard early warning systems (MHEWS) and gender mainstreaming in DRR. Participants explored global frameworks like the Sendai Framework and the Paris Agreement while discussing project coordination and financing structures for the new GCF initiative.

Practical tools introduced during the workshop included the Sendai Framework Monitor Custom Indicators and the Disaster Resilience Scorecard for Cities. Technical partners shared tools for implementing early warning systems, showcasing practical experiences from South Korea’s disaster management system and its use of advanced technologies for inter-agency coordination.

On the final day, participants visited the Incheon Metropolitan City Safety Situation Division to observe integrated monitoring systems. This visit demonstrated effective disaster alert delivery mechanisms and smart governance strategies. Participants shared inspiring insights gained from this visit, emphasizing its impact on operational planning for Togo’s early warning systems.

The workshop concluded with commitments from participants to apply the lessons learned for the national implementation of the SAP048 project in Togo. The trained trainers are set to conduct further training sessions for national stakeholders in the upcoming months as part of the project inception activities coordinated by BOAD.

The workshop organized by UNDRR, GCF, and BOAD marks a significant step for Togo in enhancing disaster risk management and climate resilience. By leveraging training, practical tools, and knowledge from international experiences, Togo aims to implement effective early warning systems and foster improved collaboration among stakeholders, ensuring vulnerable communities receive timely alerts.
