Liberia’s Finance Minister, Augustine Ngafuan, highlighted the urgent need to reprogram government projects to promote effective delivery, particularly in response to the suspension of USAID-funded projects. Given the significant reduction in aid, Ngafuan stated, “We are facing a significant shock due to the USAID aid cut, and immediate measures are being taken to mitigate its impact.”
At the launch of the Governance Reform and Accountability Transformation (GREAT) Project on March 20, 2025, Ngafuan emphasized the necessity for discussions with partners to reallocate resources efficiently. He acknowledged ongoing governmental challenges and stated, “Many Liberians have lost their jobs…it is essential for us to implement critical measures.”
Ngafuan announced plans for a roundtable in April to address emerging challenges regarding the continuous implementation of the ARREST Agenda for Inclusive Development, assuring that the government is committed to its goals.
He described the GREAT Project as a significant opportunity, focusing on expanding digital public services, increasing tax revenues, and enhancing accountability. The Acting World Bank Country Manager, Oyewole Afuye, commended the launch, emphasizing its potential to improve government efficiency through technology and reforms.
Funded by the World Bank’s International Development Association, the $30 million GREAT Project aims to modernize public administration and enhance service delivery by addressing challenges in infrastructure and resource mobilization. Approved in June 2024, it is set to run until November 30, 2030, benefiting key institutions such as the Liberia Revenue Authority and the Liberia Anti-Corruption Commission.
