DRC Considers Participation in Angola-Hosted Peace Talks with M23

The DRC is contemplating attending Angola-hosted peace negotiations with the M23 rebels on March 18, marking its first direct talks with the group. This comes amid the Sadc’s announced withdrawal of troops, intensifying focus on diplomatic solutions to the ongoing conflict and Rwanda’s involvement. President Tshisekedi faces criticism over his handling of the situation and will decide the DRC’s representatives for the talks.

The Democratic Republic of Congo (DRC) is evaluating its participation in peace talks organized by Angola, which are set to commence on March 18. This would be the DRC’s first opportunity for direct negotiations with the M23 rebel group, reportedly backed by Rwanda. According to two government sources, DRC’s engagement in these talks is under serious consideration.

This development follows a recent announcement by the Southern African Development Community (Sadc), which stated that it had concluded the mandate for its troop deployment in DRC—known as SAMIDRC—and opted for a phased withdrawal. Angola has taken on a mediating role to facilitate a ceasefire and alleviate tensions between DRC and Rwanda, accused of supporting the M23 rebels.

Angola’s presidency confirmed that direct negotiations would take place in Luanda, although DRC’s President Felix Tshisekedi has historically opposed engaging directly with M23. Nonetheless, ongoing deliberations regarding the Angolan proposal are taking place. As noted by one source, “this process is beginning and could be long,” with the decision on representatives resting with the head of state.

The Sadc troop withdrawal adds pressure on President Tshisekedi, who has faced criticism for his response to the escalating M23 conflict. Meanwhile, Rwanda’s Foreign Minister, Olivier Nduhungirehe, supported the withdrawal as favorable for peace in the eastern DRC.

The mission by Sadc was initiated in December 2022, aimed at stabilizing a country rich in minerals such as cobalt and copper. The M23 rebels have intensified their activities, recently capturing DRC’s two largest cities, heightening the urgency for effective diplomatic engagement to resolve the ongoing conflict rooted in historical grievances and resource control issues.

The potential DRC participation in the Angola-hosted peace talks represents a significant shift in diplomatic strategy following ongoing hostilities with the M23 rebel group.
