In a recent meeting, the IGAD Heads of State emphasized that resolving tensions in South Sudan requires dialogue. They expressed serious concern over the renewed violence and ceasefire violations plaguing the country, highlighting the necessity for immediate de-escalation and commitment to the permanent ceasefire.
The leaders reaffirmed their commitment to the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) established in 2018, calling it the foundation of the peace process. They condemned recent incidents, including the killing of General Majur Duk and UN personnel during evacuations, underlining the urgent need to respect ceasefire commitments.
They urged parties involved in the conflict to prioritize and expedite the implementation of the Transitional Security Arrangements, recommending timely provision of necessary resources. The communiqué directed the CTSAMVM to investigate the clashes in Nasir and the attack on a UN helicopter to ensure accountability for any violations.
Furthermore, the IGAD leaders called on the Special Envoy for South Sudan to engage with all armed factions to bolster adherence to the ceasefire. They endorsed grassroots peace dialogues and encouraged involvement from religious, traditional leaders, and civil society to facilitate reconciliation, specifically advocating for the empowerment of women, youth, and marginalized groups.
The summit, chaired by President Ismaïl Omar Guelleh of Djibouti, included participation from several leaders, including President Hassan Mohamud of Somalia and representatives from Kenya, Uganda, and Ethiopia, along with special dignitaries from various organizations observing the proceedings.
The IGAD heads of state strongly advocated for dialogue as the only viable solution to the ongoing violence in South Sudan. Their commitment to the R-ARCSS underscores the importance of adherence to ceasefire agreements and collaborative efforts to foster peace.
