Inaugural Oliver Clarke Memorial Lecture on Civilian Oversight of Law Enforcement

The inaugural Oliver F. Clarke Memorial Lecture on March 26 will focus on ‘Civilian Oversight of Law Enforcement,’ featuring speakers Dr. Shon Barnes and Marcia Thompson. Organized by the PCOA, the event aims to foster collaboration for better policing in Jamaica and honors the legacy of Oliver Clarke, a pioneer in this field.

The inaugural Oliver F. Clarke Memorial Lecture will take place on March 26 at The Jamaica Pegasus hotel in Kingston, featuring discussions on ‘Civilian Oversight of Law Enforcement.’ Attendees will include regional and local oversight bodies, law enforcement officials, and the event will be streamed live on the Police Civilian Oversight Authority (PCOA) and Jamaica Constabulary Force (JCF) YouTube pages, alongside RJRGleaner’s social media platforms.

The lecture, organized by the PCOA, seeks to address the theme ‘Partnerships for Progress: Improving Policing Through Effective Oversight for a Safer Jamaica.’ It will feature distinguished speakers, including Dr. Shon Barnes, Chief of Police for Seattle, and Marcia Thompson, Assistant Professor at Aurora University. They will discuss the establishment of effective partnerships and provide recommendations for enhancing oversight mechanisms in law enforcement.

Otarah Byfield-Nugent, CEO of the PCOA, highlighted the significance of the lecture, stating, “We have two dynamic speakers, who will share their respective experiences relating to partnerships between law enforcement and civilian oversight, as well as recommendations on how civilian oversight of law enforcement can work for the betterment of citizens and national security in general.”

This event is dedicated to the legacy of Oliver Clarke, former Chairman of the RJRGLEANER Communications Group and a founding member of the PCOA. Clarke was appointed to the PCOA in 2006 and played a vital role in advancing civilian oversight of law enforcement in Jamaica, following the passage of the PCOA Act of 2005.
