U.S. Secretary of State Marco Rubio is set to arrive in Jeddah, Saudi Arabia, for U.S.-Ukraine talks as part of an initiative led by President Donald Trump aimed at swiftly concluding the Russia-Ukraine conflict. This meeting coincides with continued Russian attacks on Ukraine’s energy infrastructure. In addition to engaging in U.S.-Ukraine discussions, Rubio will meet Saudi Crown Prince Mohammed bin Salman Al Saud to reinforce the U.S.-Saudi relationship, according to State Department spokesperson Tammy Bruce.

Rubio has emphasized the urgency of establishing peace during discussions, reiterating President Trump’s commitment during a call with Ukrainian Foreign Minister Andrii Sybiha. Meanwhile, Ukrainian President Volodymyr Zelenskyy is scheduled to visit Saudi Arabia for discussions with the Crown Prince but may miss the subsequent U.S. talks.

Zelenskyy’s Chief of Staff, Andriy Yermak, will lead the Ukrainian diplomatic and military delegation in Saudi Arabia on Tuesday. The delegation includes key officials such as Foreign Minister Sybiha and Defense Minister Rustem Umerov, who will participate in talks with U.S. officials.

A senior State Department representative noted that the participation of high-level Ukrainian officials is a promising sign of their readiness for negotiation. The aim of the upcoming discussions is to establish a framework for a peace agreement, including an initial ceasefire.

The U.S.-Ukraine dialogues occur shortly after discussions between U.S. and Russian officials in Riyadh. Ukraine has expressed its commitment to constructive talks, hoping to agree on essential steps towards peace. President Zelenskyy affirmed Ukraine’s long-standing pursuit for peace, urging swift action on realistic proposals in a recent X post.

Following his Saudi engagements, Rubio will head to Charlevoix, Canada, to attend the G7 foreign ministers’ meeting from March 12-14. At the Munich Security Conference, G7 ministers expressed their dedication to achieving lasting peace and establishing security assurances for Ukraine, linking any future sanctions to Russia’s genuine efforts to resolve the conflict.
