Discussions around a potential U.S.-Congo minerals deal have been ongoing in Kinshasa for some time, alongside U.S. talks with Ukraine on a similar pact. A State Department spokesperson noted that the U.S. is open to partnerships that align with the previous administration’s America First Agenda, recognizing Congo’s significant share of critical minerals essential for advanced technologies.
The U.S. has been actively promoting private sector investment in the DRC, aiming for responsible and transparent mining practices. Congolese government spokesman Patrick Muyaya emphasized the need for diverse partnerships and revealed ongoing dialogues with the U.S., inviting American investors to explore opportunities in DRC’s mineral reserves.

Additionally, a lobbyist for Senator Pierre Kanda Kalambayi has reached out to U.S. officials, proposing investments in exchange for regional stability support, although this initiative has not been officially sanctioned by the Congolese government.
While a Congolese delegation planned a meeting with the House Foreign Affairs Committee on March 6, they canceled at the last minute. This indicates the complexities and uncertainties surrounding DRC’s international negotiations on mineral deals, which are still in early stages.
