Morocco reaffirmed its commitment to human rights at the 58th Human Rights Council session in Geneva. Under Ambassador Omar Zniber, Morocco outlined its role in key international initiatives, including the Convention against Enforced Disappearances. The country is pursuing legal reforms, enhancing women’s participation in diplomacy, and modernizing its laws in line with human rights standards.
On March 3, 2025, Morocco reaffirmed its dedication to promoting human rights during the 58th session of the Human Rights Council in Geneva. Ambassador Omar Zniber, representing Morocco, highlighted the country’s involvement as a core state in the initiative against enforced disappearances, collaborating with Argentina, France, and Samoa to present significant national commitments.
Among these commitments is the organization of a regional symposium in Morocco aimed at advocating for the ratification and implementation of the Convention against Enforced Disappearances, coupled with an initiative to amend criminal legislation to classify enforced disappearance as an independent crime and a crime against humanity.
Morocco has also partnered with Paraguay and Portugal to further the creation of the International Network for the Implementation, Reporting, and Monitoring of Human Rights. This was achieved through hosting the 10th edition of the Glion Dialogue on Human Rights and organizing a high-level panel on the network’s consolidation.
During the current session, Morocco aims to promote women’s representation in human rights through a collaborative draft resolution to institutionalize the celebration of International Women’s Day in Diplomacy. Additionally, Ambassador Zniber emphasized Morocco’s ongoing initiatives to enhance its legal framework for human rights.
The year 2024 marked the beginning of the revision process for the Family Code, promoting a balanced approach that respects national identity while aligning with international human rights standards. Furthermore, updates to the Penal Code and criminal procedure laws are under constructive review by the government and relevant stakeholders.
Zniber noted the introduction of laws regulating the right to strike and the implementation of alternative sentencing, highlighting Morocco’s response to contemporary penal policy needs. Morocco remains committed to strengthening its legal arsenal in the pursuit of human rights protection.
Morocco is actively enhancing its commitment to human rights through several initiatives, including statutory reforms and international collaborations. The emphasis on enforced disappearances as a crime, along with the adaptation of domestic laws to meet international standards, reflects Morocco’s dedication to legal modernization and human rights advocacy.
