Peru’s President Boluarte Advocates Open-Door Policy for Mayors

President Dina Boluarte declared her administration an open-door government, urging mayors to coordinate with national officials in Lima. She noted the importance of public works and better budget execution from local governments, aiming for 100% efficiency. Boluarte emphasized collaboration to effectively meet the needs of Peruvian districts before the next election in 2026.

President Dina Boluarte of Peru emphasized on Tuesday that her government is committed to an open-door policy for municipal authorities. She stated that both district and provincial mayors must be able to meet with various government ministers and officials in Lima to effectively address the needs of their communities.

During her inaugural address at the “Strengthening Decentralized Management – Agenda 2025, Macro South” roundtable, Boluarte reiterated the importance of collaboration. “We have come to tell you that we are an open-door Government; ministers, deputy ministers, and other officials are duty-bound to receive you whenever you travel to Lima,” she highlighted.

The President clarified that the Executive Branch bears the responsibility to respond to the needs of various Peruvian districts and provinces. “We have one year and five months left because, on July 28, 2026, within the framework of democracy… the President will hand over the presidential sash,” she stated, emphasizing the limited time to achieve significant results.

She encouraged mayors to act decisively, saying they need to “step on the gas” for the population’s benefit. Boluarte expressed hopes for successful outcomes from the meeting, aimed at enhancing budget execution. “If we need to incorporate more projects, we will do so,” she noted, signaling a proactive approach to problem-solving.

The President reminded mayors about their key role in public works. She addressed the pressing demands for vital infrastructure such as water supply, roads, and hospitals. “The reason for this meeting is that local governments achieved 60% budget execution, compared to the national government, which achieved approximately 98%.” This illustrates the need for improvement in local governance funding.

Boluarte concluded by stating that with the help of technical teams, they will evaluate each district’s unique challenges and advantages to ensure complete budget execution by 2025.
