DR Congo Criticizes UN for Inaction Following M23’s Capture of Bukavu

The Democratic Republic of Congo (DRC) has expressed strong disapproval of the UN Security Council’s inaction concerning the M23 armed group capturing Bukavu, South Kivu’s capital. Congolese UN ambassador Zenon Mukongo Ngay conveyed these sentiments in a letter addressed to the Security Council. He criticized the Council’s inability to respond effectively, noting the gravity of the situation and their paralysis in decision-making.

Mukongo Ngay remarked on the detrimental effects of this inaction, stating it has allowed Rwandan Defense Forces and M23 militants to illegally occupy Congolese territory. The M23 group, after taking control of Goma in North Kivu, advanced towards South Kivu, finally capturing Bukavu over the weekend.

To address these developments, the ambassador called for an urgent Security Council meeting, urging immediate and decisive action. He indicated that the Council’s passive approach has exacerbated the situation, which led to the fall of Bukavu to the M23.

There has been ongoing work on a draft resolution by France since January, which seeks to halt M23’s progress and calls for the withdrawal of Rwandan troops without preconditions. The resolution further encourages the DRC and Rwanda to initiate diplomatic discussions and considers sanctioning M23 leaders and their external supporters.

The DRC has highlighted the UN Security Council’s failure to act decisively in the face of escalating violence from the M23 armed group, leading to the capture of Bukavu.
