In May 2022, I arrived in Rwanda, where I have served as the Chinese Ambassador. Throughout my tenure, I have traveled to all Rwandan provinces, appreciating the nation’s scenic beauty while forging friendships with its people. Our interactions have painted a vibrant picture of the enduring China-Rwanda friendship, which I deeply cherish as I prepare to depart.
As we approach the 54th anniversary of diplomatic relations, the bonds between China and Rwanda are stronger than ever. Our partnership has flourished through enhanced political trust, economic cooperation, and vibrant cultural exchanges. The head-of-state diplomacy between President Xi Jinping and President Paul Kagame has laid a robust foundation, including a recent elevation of our relationship to a comprehensive strategic partnership following significant discussions.
The joint statement issued by both countries on three Global Initiatives signifies a commitment to support each other’s core interests. Rwanda has reaffirmed its adherence to the One-China principle, and in return, China expresses unwavering support for Rwanda’s national integrity and social harmony. Together, we will continue fostering collaboration in both bilateral and multilateral spheres.
The ruling parties of China and Rwanda have developed a strong rapport, conducting significant exchanges over the years. Recent visits of Chinese delegations to Rwanda highlight our shared governance principles and democratic values. Collaborative events like President Kagame’s inauguration and the genocide commemoration showcase the depth of our political relationship.
Economic ties between China and Rwanda have expanded significantly, primarily through the Belt and Road Initiative. China has emerged as Rwanda’s leading trading partner, with successful projects like Masaka Hospital renovations and the Nyabarongo Hydropower Plant making substantial impacts. Investment from Chinese enterprises continues to thrive, providing opportunities and addressing poverty while elevating local industries.
Cultural exchanges play a pivotal role in strengthening our friendship. The establishment of sister cities such as Jinhua and Musanze exemplifies our commitment to deeper relations. Programs like the Luban workshop empower Rwandans with vocational skills, while numerous scholarship opportunities enable Rwandan students to study in China, enhancing our mutual understanding and cooperation.
Engaging with local communities has been a highlight of my role as ambassador. Participating in Rwandan cultural activities and supporting medical teams have allowed me to connect with the people. I believe the friendship between our nations rests on the shoulders of our citizens, fostering collaboration and cultural appreciation.
The proximity of our shared histories and aspirations ways the reasons for the strong China-Rwanda relationship. Both nations embrace self-reliance and are on a path of national modernization rooted in cultural heritage. No matter global shifts, we must continue to respect each other’s sovereignty and nurture a partnership grounded in equality and mutual trust.
As I conclude my service here, I extend my heartfelt gratitude to President Xi and President Kagame, my colleagues and the Rwandan people for their unwavering support.
