Rwanda and Uganda Military Commanders Review Border Security Challenges

On March 20-22, 2025, military commanders from the Rwanda Defence Force (RDF) and the Uganda Peoples’ Defence Forces (UPDF) held their fourth Proximity Commanders’ meeting in Mbarara, Uganda. The focus was on evaluating the security situation along the Rwanda-Uganda border, addressing ongoing challenges, and identifying gaps affecting border communities. The meeting coincided with a visit from UPDF Chief of Defence Forces, Gen Muhoozi Kainerugaba.

Key attendees included Brig Gen Pascal Muhizi, commander of the RDF fifth division, and Maj Gen Paul Muhanguzi, UPDF second infantry division commander. They discussed strategies for enhancing security by mitigating illegal cross-border activities and fostering collaboration to improve conditions for border communities.

Col Emmanuel Ruzindana, the Rwanda Defence Attaché to Uganda, was also present to review progress on previous recommendations for addressing contemporary security threats. Both delegations emphasized the importance of ongoing communication regarding border security to ensure a stable environment.

Maj Gen Muhanguzi acknowledged the support from the leadership of both countries in guiding these meetings and noted the progress towards enhancing prosperity in border regions. Brig Gen Muhizi expressed appreciation for Uganda’s hospitality and highlighted the positive outcomes from prior meetings in addressing illegal activities and fostering cooperation.

Before the meeting, both delegations visited Ntungamo District, engaging with local leaders who highlighted the benefits of joint security efforts in tackling shared challenges and promoting socio-economic collaboration between the communities.

The fourth Proximity Commanders’ meeting between the RDF and UPDF marked a significant effort in addressing border security challenges and fostering cooperation.
