On March 20, 2025, military leaders from the Rwanda Defence Force (RDF) and Uganda Peoples’ Defence Forces (UPDF) gathered in Mbarara, Uganda, for their fourth proximity commanders’ meeting. This session aimed to evaluate the current security landscape and address issues affecting border communities, ultimately aiming to enhance security along the Rwanda-Uganda border. The meeting coincided with General Muhoozi Kainerugaba’s visit to Rwanda, marking a significant connection between the two forces.
High-ranking officials attended the three-day discussion, including Brigadier General Pascal Muhizi from the RDF and Major General Paul Muhanguzi representing the UPDF. The agenda focused on reviewing progress from prior recommendations concerning illegal border activities and potential contemporary security threats. Notably, Colonel Emmanuel Ruzindana, Rwanda’s Defence Attaché to Uganda, also participated.
Throughout the discussions, both sides emphasized strategies to foster collaboration among border communities while mitigating illegal cross-border activities. Major General Muhanguzi acknowledged the commitment of both nations’ leadership in maintaining these critical meetings, stating the significance of assessing progress and enhancing environments conducive to prosperity for communities bordering their nations.
Brigadier General Muhizi acknowledged the hospitality received in Uganda and emphasized the positive outcomes of previous meetings concerning unlawful cross-border activities. Prior to the official discussions, commanders visited Ntungamo District, receiving encouraging feedback from local leaders, including Chairman Samuel Mucunguzi, who underscored the benefits of these joint efforts in addressing border challenges and enhancing socio-economic collaboration.
The fourth proximity commanders’ meeting between the RDF and UPDF in Mbarara signifies ongoing cooperation between Rwanda and Uganda aimed at improving security along their shared border.
