Qatar’s Emir, Sheikh Tamim bin Hamad Al Thani facilitated these discussions to mitigate long-standing tensions between DRC’s President Felix Tshisekedi and Rwandan President Paul Kagame, primarily stemming from the conflict in eastern DRC.

The Somali Ministry of Foreign Affairs highlighted the significance of this initiative, describing it as “an important step toward fostering peace and stability in the eastern DRC and the wider region.” Somalia commended both leaders for their commitment to an immediate and unconditional ceasefire, reaffirming solidarity with the inhabitants of DRC and Rwanda.

Qatar’s role in advocating for dialogue-based resolution of conflicts received praise from Somalia. “We extend our appreciation to the State of Qatar for its role in promoting constructive dialogue and mediation to resolve conflicts through peaceful means,” stated Somalia’s Ministry of Foreign Affairs.

This meeting was notable as it was the first direct interaction between President Kagame and President Tshisekedi since the resurgence of the March 23 Movement (M23) rebels in eastern DRC. The DRC government claims that the M23 group has been bolstered by Rwandan support, which includes the group’s capture of Goma and their subsequent advance into Bukavu earlier this year.

Despite the mutual call for an immediate ceasefire made during the Doha meeting, the willingness of the M23 rebels to adhere to this agreement remains uncertain, especially following their withdrawal from previous peace negotiations in Angola.

Somalia’s endorsement of Qatar’s mediation underscores the importance of diplomatic dialogue in conflict resolution between the DRC and Rwanda. Both nations’ commitment to an immediate ceasefire marks a positive step toward peace, although the future cooperation of M23 remains in question.
