As of 2025, NEOM faces severe criticisms, being labeled an “utter sinkhole”. Initial predictions underestimated its budget, which now could soar to $8.8 trillion—25 times Saudi Arabia’s annual budget. Investors who initially supported the project are now witnessing significant downturns in returns, except for McKinsey & Company, benefiting from their annual $130 million service fee.

Political turmoil has also plagued NEOM, particularly after the resignation of Nadhmi Al Nasr, its former CEO, signaling possible instability in leadership. This was highlighted by a lavish $45 million event meant to attract global stakeholders, contrasting with the project’s struggling financial realities.

Additionally, some members of McKinsey & Company are implicated in mismanaging estimates and justifying excessive costs, although both NEOM and McKinsey deny these allegations.
