He also requested a formal security agreement to strengthen his military in combating rebel forces, which have sometimes outmatched his army.
The ongoing conflict in eastern Congo traces back to the Rwandan genocide where ethnic tensions led to horrific violence over thirty years ago. Following the 1994 Tutsi-led victory, many Hutu extremists sought refuge in Congo. Rwanda, though accused of supporting the M23 rebel group, claims that its actions are solely aimed at securing its borders and protecting its ethnic group in Congo.
A U.N. expert panel previously reported military support from Rwanda for M23, along with assertions that both Rwanda and Uganda are attempting to exploit Congo’s natural resources.
