Adm. Samuel J. Paparo, commander of U.S. Indo-Pacific Command, visited India from March 16-19, 2025, to strengthen the U.S.-India Comprehensive Global Strategic Partnership. His participation in the 10th Raisina Dialogue included meetings with prominent leaders such as Prime Minister Narendra Modi and senior officials from India, Japan, the Philippines, Australia, France, and the UK.
The Raisina Dialogue is hosted by the Observer Research Foundation in collaboration with the Indian Ministry of External Affairs. This year’s event attracted participants from over 100 countries, featuring discussions on geopolitics, geo-economics, and security, with representatives from various sectors, including government and academia.
During the dialogue, Paparo participated in a panel titled “Deepwater Perils: Securing Trade Through Red Zones,” where he and other representatives addressed maritime threats, global security risks, and the collaboration needed for freedom of navigation, as well as integrating advanced technologies into military strategies.
Paparo also attended a U.S.-India Strategic Partnership Forum event to discuss future defense cooperation, including defense integration and technological advancements between the nations. He visited Purana Qila, an ancient fort, further highlighting the historical connection of the partnership.
The U.S.-India Major Defense Partnership remains a crucial component of global stability, enhanced through initiatives like the “2+2” Ministerial Dialogue and joint military exercises, including Tiger Triumph and Malabar. Furthermore, Paparo’s trip advanced the COMPACT initiative, which focuses on collaboration in defense and technology for the 21st century.
