The UN is urging South Sudanese parties to prioritize dialogue over military solutions to prevent a potential relapse into civil conflict. Nicholas Haysom, the UN Secretary-General’s special representative to South Sudan, expressed concerns on March 18 regarding the country’s precarious state, which threatens the achievements of the 2018 Revitalized Agreement. He emphasized the need for de-escalating political tensions now, stating that the sole path to peace lies through adherence to this agreement.
During a virtual meeting of the African Union (AU) Peace and Security Council, Haysom highlighted that the mechanisms of the peace process are on the verge of collapse, stressing the critical need for stability in the region. Tensions have escalated since the White Army militia group’s attack on the Nasir barracks in Upper Nile State. He reported the arrest of several SPLM/A-IO officials in Juba and noted rising fears of ethnic conflict due to increasing hate speech and disinformation.
Haysom acknowledged President Salva Kiir’s assurances to the public of avoiding war but insisted that real progress towards peace must stem from both parties’ commitment to the Revitalized Agreement. He called on the AU Security Council to foster constructive dialogue between Kiir and his deputy, Riek Machar, and to support efforts to release detained officials or ensure their legal treatment. To rebuild trust, Haysom advocated for intense dialogue to address grievances between conflicting parties and their supporters.
