This appeal came after their first direct discussions in Qatar amid escalating violence from the Rwanda-backed M23 rebels, responsible for approximately 7,000 deaths since January.

The likelihood of M23 complying with the ceasefire is uncertain, particularly since the group previously declined to participate in peace talks held in Angola. DR Congo has accused Rwanda of providing arms and military support to the M23 rebels, allegations which Rwanda denies, insisting its military actions are for self-defense against DR Congo’s forces. Additionally, DR Congo claims Rwanda is illegally exploiting its eastern mineral resources.

Past peace efforts, including those brokered by Angola, have struggled. Last December, talks collapsed after Rwanda insisted the DR Congo government directly engage with the M23. Following this breakdown, M23 successfully captured significant cities Goma and Bukavu.

In a joint statement from Qatar’s Foreign Ministry, both presidents reaffirmed their commitment to a ceasefire, although details on implementation remain unclear. They emphasized ongoing discussions to lay down a foundation for lasting peace. Rwanda’s presidency highlighted the necessity of direct negotiations between DR Congo and the M23 to tackle the conflict’s underlying issues.

President Kagame remarked that collaborative efforts would accelerate progress towards resolution. President Tshisekedi’s spokeswoman, Tina Salama, noted that the Emir of Qatar initiated the talks, identifying Qatar as a strategic ally. These discussions follow a failed previous attempt to unify the DR Congo government with M23 rebels, which was disrupted when the group withdrew after EU sanctions were placed on its leadership.

The call for an immediate ceasefire from DR Congo and Rwanda follows a troubling escalation of violence from M23 rebels, which has resulted in significant casualties.
