On March 16, 2025, Turkey urged the European Union (EU) to lift sanctions on Syria unconditionally, in advance of an international aid conference in Brussels. This conference comes as Syria’s newly established authorities, who recently ousted President Bashar al-Assad, have been invited to participate. The Turkish foreign ministry asserts that lifting sanctions is vital for fostering a “peaceful transition” in Syria.
The ninth international conference, hosted by the EU, aims to garner support for Syria’s transition and recovery after over 13 years of civil war. Notably, the new interim Syrian authorities have received their first invitation to discuss their nation’s needs, particularly following a recent easing of sanctions targeting various sectors such as energy, transport, and banking.
Despite this easing, there is caution among European leaders regarding the direction that the interim leadership, particularly Ahmed al-Sharaa’s Islamist group, Hayat Tahrir al-Sham, may take. Concerns about ongoing violence against the Alawite minority, associated with Assad, have raised questions about the new government’s commitment to stability and inclusivity.
EU foreign ministers have indicated that sanctions could be reinstated if the new leaders fail to uphold minority rights and pursue democratic reforms. Turkey emphasized the need to unconditionally lift sanctions to foster long-term stability while hosting nearly three million Syrian refugees. They also called for comprehensive reconstruction efforts in Syria to facilitate the safe return of displaced individuals. Turkish deputy foreign minister Nuh Yilmaz is set to attend the Brussels conference to advocate for these points.
