This decision is expected to benefit private hospitals and free primary healthcare initiatives. A robust manifesto tracker is being established to ensure effective monitoring of government commitments in healthcare.
The STAR Ghana Foundation has expressed support for Finance Minister Dr. Cassiel Ato Forson’s decision to uncap the National Health Insurance Levy (NHIL), as it significantly impacts health sector funding. Mr. Raymond Danso, Portfolio Manager for Right to Services, highlighted that this move is crucial for private hospitals and primary healthcare initiatives, marking a substantial advancement in financing healthcare in Ghana.
The government announced a complete allocation of funds within the 2025 budget, including the NHIL, Ghana Education Trust Fund (GETFund), and Road Fund. Dr. Ato Forson indicated that uncapping the GETFund would secure an additional GH¢4.1 billion, facilitating sustainable funding for free secondary and tertiary education for Persons with Disabilities (PWDs).
During a national convening, Mr. Danso stated that the Minister clarified that the NHIL would be fully allocated to the health insurance sector, providing necessary reimbursements to private hospitals and supporting government initiatives for free primary healthcare. He emphasized the importance of this change as a relief for health financing in Ghana.
When asked about STAR Ghana Foundation’s stance on this uncapping, Mr. Danso expressed excitement over the reflection of their proposals in the budget, while recognizing ongoing areas needing improvement. He indicated their readiness to research and propose alternative policies for government consideration.
Mr. Danso further emphasized the importance of continued advocacy, research, and public engagement to transform these commitments into tangible improvements in healthcare. The STAR Ghana Foundation is developing a manifesto tracker to monitor government commitments, ensuring accountability and effective engagement with policymakers.
This meeting, supported by the Foreign, Commonwealth and Development Office (FCDO), aimed to analyze opportunities for civil society organizations (CSOs) in healthcare advocacy, reinforcing their role in monitoring government performance and endorsing reforms. They aim to create strategies for tracking healthcare commitments effectively to support government objectives.
The uncapping of the National Health Insurance Levy marks a significant achievement for health financing in Ghana, offering potential benefits for various healthcare initiatives. STAR Ghana Foundation is committed to monitoring these commitments through a robust manifesto tracker, enhancing transparency and accountability in the health sector. Continuous engagement and advocacy remain crucial for realizing genuine improvements in health service delivery.
