Mozambique Cyclone Jude: Impacts and Shelter Cluster Response Updates

Tropical Cyclone Jude recently made landfall in Mozambique, impacting areas with high winds and rainfall. Initial government data suggests fewer than 5,000 affected, contrasting with estimates of up to 275,000. The Shelter Cluster is poised to respond, coordinating with local authorities and deploying teams for needs assessments and support.

On March 6, 2025, a low-pressure system emerged in the southwestern Indian Ocean, developing into Tropical Cyclone “JUDE.” By March 10, it made landfall in Nampula’s Mossuril district, producing winds gusting up to 195 km/h and rainfall surpassing 250 mm in 24 hours. Although it weakened to a severe tropical storm, it continued to affect northeastern Zambezia province, impacting Gilé and Pebane districts, with heavy rainfall persisting as it moves toward the Mozambique Channel, expected to exit by March 13.

Initial impact data released by the government reveals significant gaps in information, complicating accurate assessments of affected populations and infrastructure damage. Preliminary reports suggest fewer than 5,000 individuals impacted, while projections from authorities and humanitarian organizations estimate that between 120,000 and 275,000 people may ultimately be affected by the storm.

Shelter Cluster activities are ongoing in response to the situation. The cluster has documented its capacity in the region, including the presence of partners, delivery capabilities, and available resources for response. Coordination with local authorities is critical for timely information sharing. Partners are ready to conduct needs assessments once conditions permit.

The Shelter Cluster plans to deploy to Quelimane city to bolster its response efforts. Additionally, estimates regarding those in need, targeted populations, response activities, and financial requirements have been submitted to the Office for the Coordination of Humanitarian Affairs (OCHA) to update the Flash Appeal.

Tropical Cyclone Jude has caused significant concerns for Mozambique, with initial government data projecting under 5,000 affected, while broader estimates suggest impacts on up to 275,000 individuals. The Shelter Cluster is mobilizing resources and coordinating with local authorities to assess needs and facilitate responses. Continued heavy rainfall and flooding alerts indicate an ongoing need for urgent humanitarian support in the affected provinces.
