CLG Workshop at CEIF 2025: Navigating Legal Challenges in Congo Energy Sector

The Congo Energy & Investment Forum (CEIF) 2025 will feature a CLG workshop addressing legal challenges in the energy sector, aiming to enhance investment and socioeconomic growth. The event includes the launch of the Gas Master Plan and an international licensing round, with goals to increase oil production significantly. Legal experts will guide attendees through regulatory complexities to support investment decisions.

The Congo Energy & Investment Forum (CEIF) 2025, scheduled for March 24-26 in Brazzaville, will feature a CLG-led workshop addressing legal challenges in Congo’s energy sector. The initiative is part of the Republic of Congo’s broader strategy to enhance energy investment, resource monetization, and socioeconomic development in the region, targeting local capacity building.

The workshop, titled “Mastering Business in Congo: Legal Challenges and Strategic Solutions for Success,” will take place on March 24. It aims to provide insights into legal structures affecting corporate law, taxation, immigration, labor law, and regulatory compliance. CLG’s panel will unpack the legal intricacies that can significantly impact investment decisions within the African energy market.

CLG intends to leverage its extensive experience in the African energy landscape to equip businesses with essential management skills for entering Congo’s energy sector. The event will coincide with the release of the Gas Master Plan and new Gas Code, aiming to reduce energy imports and improve electricity access, currently at 50%.

Additionally, Congo will initiate an international oil and gas licensing round at CEIF 2025 to attract investments in marginal and deepwater blocks. This strategy seeks to boost oil production from 274,000 barrels per day to 500,000 barrels per day by 2027, in response to production declines and exploration needs.

The workshop will also help attendees navigate the complex regulatory environment affecting various energy sector investments. CLG plans to equip delegates with strategies to mitigate legal risks and protect their investments.

Daoudou Mohammad, Tax and Legal Director at CLG, emphasizes the importance of understanding the legal landscape: “This workshop… is a pivotal opportunity for investors… to gain valuable insights into the legal frameworks that underpin the energy market.”

As a premier provider of legal and tax advisory services across multiple sectors, including energy, mining, and agriculture, CLG effectively addresses the unique challenges faced by businesses in Africa. With offices in several African countries and a diverse team of experts, CLG empowers its clients to achieve business goals and seize growth opportunities.

Registration for the workshop is currently open. The CEIF, patronized by President Denis Sassou Nguesso, aims to connect international investors with local stakeholders to explore energy and infrastructure opportunities, including updates on gas-to-power projects and national expansions.

The CLG workshop at the CEIF 2025 aims to tackle the legal complexities of the energy sector in Congo, supporting the country’s goals of increasing investment and electricity access. By equipping stakeholders with critical legal insights and strategic solutions, CLG positions itself as a vital resource in navigating the African energy landscape. This event highlights Congo’s commitment to enhancing its energy sector and fostering collaboration among various stakeholders.
