Angola’s declaration on Tuesday highlighted its intention to facilitate these direct discussions. Despite repeated refusals from the DRC government to engage with M23, officials acknowledge the Angolan initiative without confirming participation. Tina Salama, spokesperson for President Felix Tshisekedi, indicated the government received an invitation from Angola.
M23 leader Bertrand Bisimwa asserted on social media that they have effectively compelled Tshisekedi to negotiate, calling dialogue the “only civilised option” to address the ongoing crisis. This crisis has worsened significantly since January, with M23 capturing key cities in eastern Congo, further fueled by historical violence tied to Rwanda’s 1994 genocide and competition for the DRC’s mineral wealth.
Casualties from the fighting since January are estimated at over 7,000, with displacement affecting approximately 600,000 people since November, as reported by the UN humanitarian office. The presence of military forces from South Africa, Burundi, and Uganda in eastern Congo raises concerns about the potential for a broader regional conflict, echoing the devastating Congo wars of the 1990s and early 2000s.
