Mozambique’s Government Set to Approve National Development Strategy ENDE 2025-2044

The Mozambican government is set to enact the National Development Strategy (ENDE) for 2025-2044, a framework reflecting societal consensus on Mozambique’s developmental priorities for the next two decades. The Council of Ministers approved the strategy proposal, which will now be presented to the Assembly of the Republic. Inocêncio Impissa, the government’s spokesperson, noted that the ENDE focuses on promoting sustainable, inclusive, equitable, and resilient growth aimed at enhancing the quality of life and reducing inequalities.

In June 2024, a prior version of ENDE 2025-2044 was approved, but recent post-election unrest necessitated a review of the strategy. Impissa highlighted that violent demonstrations in October had disrupted key economic activities, prompting the reassessment. The funding for ENDE’s implementation will rely on sector strategies and policies established throughout the strategy’s duration.

During the discussion, the government reviewed its progress in the first 100 days, showing that out of 96 indicators, 68 exceeded 50% achievement, while 18 were between 25% and 49%, and 10 were below 24%. Significant attention is also given to ensuring economic and social stability amid ongoing protests organized by supporters of the defeated presidential candidate, Venâncio Mondlane.

Impissa emphasized the importance of political dialogue in achieving stability, stating, “The destabilization of the country has been caused by people, so these same people have to be brought to the table to talk, to discuss and find joint, collective paths towards the pacification…” This underscores the commitment to establishing normalcy and promoting hope for all Mozambicans.
