The Council reviewed its previous decisions regarding Sudan, reaffirming its ongoing commitment to the resolution of the crisis, which has led to severe humanitarian challenges.
The Council condemned the recent establishment of a parallel government by the Rapid Support Forces (RSF) and its affiliates, warning that this move risks the disintegration of Sudan. It reiterated calls to AU Member States and the international community to avoid recognizing any such government or entity that seeks to divide the country’s territory or institutions.
The PSC emphasized its non-recognition of the claimed parallel government in Sudan and underscored the importance of maintaining territorial integrity and sovereignty. The ongoing conflict has resulted in the world’s largest humanitarian crisis, with over 12 million people displaced, prompting urgent calls for a ceasefire and humanitarian access, particularly during Ramadan.
The Council called for comprehensive and inclusive peace talks to resolve the conflict and restore the Sudanese state’s unity. It reasserted its dedication to collaborating with all stakeholders and insisted on implementing the AU Roadmap for the Resolution of the Conflict in Sudan, adopted previously. The Council also highlighted the necessity of advancing the political restoration process through dialogue and the commitment to the Jeddah Declaration.
Support was given for the efforts of the PSC Ad-hoc Presidential Committee and the High-Level Panel on Sudan in finding a political solution to the crisis. The Council indicated its intention to continue monitoring developments closely and engage actively in resolving the situation.
