Tajikistan has been ranked 70th out of 163 countries in the 2025 Global Terrorism Index (GTI) by the Institute for Economics and Peace (IEP). This position classifies the country as having a low level of terrorist threat, situated in the “beige zone.” Similar standings are observed for Uzbekistan and Belarus, both at 90th place. The safest nations in the region include Kazakhstan, Kyrgyzstan, and Turkmenistan, categorized in the “turquoise zone.”
Despite a few countries, like Tajikistan, maintaining low threat levels, the overall security landscape in Eurasia has deteriorated. There has been a substantial increase in the number of terrorist attacks and associated casualties. In Russia, terrorist incidents surged from 5 with 2 fatalities in 2023 to 13 attacks and 197 victims in 2024. The deadliest incident was the Crocus City Hall attack in Moscow, claimed by the Islamic State – Khorasan Province (IS-K).
Ukraine has also seen a rise in its GTI ranking, moving up 12 positions due to two incidents in 2024 that resulted in two fatalities. Overall, Eurasia experienced 18 terrorist attacks in 2024, leading to 199 deaths — the highest fatality rate since 2010.
According to the GTI, the countries deemed most dangerous regarding terrorism include Burkina Faso (8.5 points), Pakistan (8.3 points), and Syria (8.0 points). Other notable rankings are as follows: Russia (16th place, 6.2 points), Ukraine (45th place), the United States (34th place), and Germany (27th place).
