Over 28 Million Iraqis Eligible to Vote in 2025 Parliamentary Elections

According to Iraq’s Independent High Electoral Commission (IHEC), over 28 million Iraqis, representing 60.7% of the population, are eligible to vote in the upcoming parliamentary elections set for October 2025. Baghdad’s Rusafa district leads in the number of eligible voters, followed by areas including Karkh, Maysan, Nineveh, Anbar, and Dhi Qar. The IHEC further highlighted that approximately one million Iraqis born in 2007 will reach the legal voting age of 18 by the time of the elections, contributing to this increase.

The amended Election Law No. 12 of 2018 mandates that parliamentary elections are to be scheduled at least 45 days prior to the conclusion of the current legislative term. For context, the eligibility figures for the 2021 elections were approximately 25,139,375, while the 2018 elections had 24,352,253 eligible voters, indicating a steady trend towards increased voter registration.
