Qatar Calls for International Oversight of Israeli Nuclear Facilities

Qatar has urged for Israel’s nuclear facilities to be brought under IAEA safeguards and for it to join the NPT as a non-nuclear state. Qatar’s Ambassador, Jassim Yacoub Al Hammadi, made this call during an IAEA session, emphasizing adherence to international resolutions and humanitarian rights for Palestinians. A memorandum was submitted to the International Court of Justice regarding Israel’s obligations to UN operations.

Qatar has called for intensified international efforts to bring all of Israel’s nuclear facilities under the International Atomic Energy Agency’s (IAEA) safeguards and for Israel to join the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) as a non-nuclear state. This appeal was made by Jassim Yacoub Al Hammadi, Qatar’s Ambassador to the United Nations Office in Vienna, during an IAEA Board of Governors session discussing Israel’s nuclear capabilities and the situation in the occupied Palestinian territories.

In his statement, Al Hammadi emphasized the importance of the international community adhering to commitments established by various resolutions from the UN Security Council, UN General Assembly, IAEA, and the 1995 NPT Review Conference that mandate Israel to subject its nuclear facilities to IAEA oversight and to accede to the NPT.

He pointed out that all Middle Eastern countries, except Israel, are signatories to the NPT and have established safeguard agreements with the IAEA. Additionally, Al Hammadi noted Israel’s ongoing aggressive policies, including calls for the forced displacement of Palestinian people and military operations against cities in the West Bank, which impede humanitarian aid and restrict UN operations.

Qatar also submitted a memorandum to the International Court of Justice seeking an advisory opinion on Israel’s obligations to allow UN and humanitarian activities in both Israel and the occupied territories. The request is based on a December 2024 UN General Assembly resolution.

The memorandum asserts that Israel must respect and protect UN properties, including schools and medical facilities, while allowing humanitarian organizations to operate freely. Al Hammadi concluded by urging the international community to compel Israel to comply with international resolutions, recognize Palestinian self-determination, and work towards restoring security and stability in the region.

Qatar’s call for Israel to be subject to IAEA safeguards and to join the NPT highlights ongoing regional tensions and the need for international compliance with nuclear non-proliferation norms.
