The Co-Chairs of the IHL and Human Rights Working Group, representing the Netherlands, Switzerland, and UNSMIL, met recently with the ICC in The Hague to emphasize their dedication to human rights and accountability in Libya. They affirmed that these principles are essential for sustainable peace and that investigating atrocity crimes is crucial.
The Co-Chairs stated, “We fully support the work of the ICC and reiterate the importance of investigating and prosecuting atrocity crimes perpetrated in Libya. The pursuit of justice must remain independent, impartial, and free from political interference.” This reflects the ICC’s vital role, based on UNSC Resolution 1970 of 2011, in holding perpetrators accountable.
They praised ICC’s focus on victim-centered justice at both international and national levels, stating it is imperative that victims and survivors remain central to Libya’s transition. They called upon UN member states to cooperate with the ICC by providing access for investigators, executing arrest warrants, and enhancing domestic accountability frameworks.
