The Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCISS) is regarded as ineffective by critics, primarily because the signatory leaders failed to implement it effectively, showing a disregard for their citizens and international accountability. Observers note that this agreement has not achieved meaningful progress and has been seen as a waste of time since its inception, due to a legacy of political dysfunction in South Sudan’s leadership.
The criticism of R-ARCISS centers on three themes: it is defunct, dysfunctional, and lifeless. Opponents of the peace deal assert that its implementation has been undermined by the actions of leaders, who continue to instigate violence and human rights violations, keeping South Sudan trapped in instability six years post-agreement.
Recent events across three states highlight the ongoing crisis and deliberate targeting of political adversaries. The unlawful detainment of SPLM-IO leaders signifies a tactical assault by the SPLM-IG, as they continue to frame opposition members as scapegoats, further destabilizing the already tenuous peace.
On January 15, 2025, armed forces from the SPLM-IG embarked on a military operation in Nasir and Ulang counties under dubious pretexts, signaling a disregard for peace. General Olony Dak Thubo’s commanding role in this incursion compromised the peace agreement’s integrity, especially with the involvement of militias known for human rights abuses, undermining any claims of a need for military action.
On February 10, 2025, President Salva Kiir’s unilateral dismissal of Western Bahr El Ghazal’s Governor ignited tensions reminiscent of past political purges, endangering lives and stability. This event illustrates the pervasive crisis of accountability and the disregard for agreed governance structures within the R-ARCISS framework.
Arbitrary detentions of SPLM-IO officials, including Minister Puot Kang Chuol, violate the Interim Constitution, which mandates immediate court presentation for detainees. Such actions exemplify the ongoing violations of the rule of law under the current administration.
Government evasion on the issue of surrounding First Vice President Riek Machar’s residence further erodes trust in the leadership. Officials avoided confirming the siege during public inquiries, demonstrating a lack of transparency and commitment to accountability, as the opaqueness can incite further unrest.
To achieve lasting peace, President Kiir must demonstrate restraint towards key political figures and prevent potential actions against Machar that might lead to chaos. Engaging in open dialogue is essential for restoring public trust and ensuring stability. The SPLM-IG should reciprocate the SPLM-IO’s moderation demonstrated in their communications with international partners to advance national interests further.
The situation in South Sudan remains dire, with the ongoing violation of the R-ARCISS agreement underscoring the inability of leaders to foster peace. Political rivalries continue to lead to violence and oppression, exposing the inadequacy of the current governance structure. Without accountability and commitment to the agreement from both SPLM-IG and SPLM-IO, prospects for peace remain bleak. Immediate action and dialogue are crucial to prevent further degeneration of the political landscape.
