The Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCISS) is regarded as ineffective by critics, primarily because the signatory leaders failed to implement it effectively, showing a disregard for their citizens and international accountability. Observers note that this agreement has not achieved meaningful progress and has been seen as a waste of time since its inception, due to a legacy of political dysfunction in South Sudan’s leadership.

The criticism of R-ARCISS centers on three themes: it is defunct, dysfunctional, and lifeless. Opponents of the peace deal assert that its implementation has been undermined by the actions of leaders, who continue to instigate violence and human rights violations, keeping South Sudan trapped in instability six years post-agreement.

This event illustrates the pervasive crisis of accountability and the disregard for agreed governance structures within the R-ARCISS framework.
