Mikhail Ulyanov, Russia’s Permanent Representative to the IAEA, stated that unsubstantiated claims against Iran are unacceptable and that military escalation would undermine diplomatic efforts, leading to dire humanitarian outcomes in the region.
Ulyanov emphasized that Iran is the most verified member of the IAEA, contrasting it with non-nuclear states critical of Iran, where discussions about developing military nuclear programs have emerged. Ulyanov called for renewed diplomatic engagement over the next six months as the JCPOA completion date approaches, indicating that political will is essential for effective negotiations. He pointed out the U.S. exit from the JCPOA in 2018 and the subsequent reimposition of sanctions that stifled diplomatic dialogue.
The representative urged Western nations to abandon the illusion of reactivating the JCPOA’S snapback mechanism, citing international precedents that invalidate their claims. He asserted that those pushing for sanctions now have disregarded their agreements under the JCPOA and related UN resolutions.
