On February 27, Gen (Rtd) James Kabarebe, Rwanda’s Minister of State for Foreign Affairs, held discussions with EU Special Envoy Johan Borgstam in Kigali regarding the ongoing conflict in the Democratic Republic of the Congo (DR Congo). Kabarebe emphasized that the situation in DR Congo is distinct and not comparable to the conflict in Ukraine, asserting that such comparisons are politically motivated and detract from real issues like the FDLR militia’s actions.
Kabarebe highlighted the severe context of insecurity in eastern DR Congo, noting over 200 armed groups and the persecution of the Congolese Tutsi community. He reiterated that the FDLR, a militant group responsible for the 1994 Genocide against the Tutsi, poses a major threat, pointing out the necessity for accountability from those responsible for violence. He raised concerns about Rwanda’s security amidst the involvement of various armed entities.
The minister asserted that Rwanda views the threat from these factions in DR Congo as critical. He urged the need for security guarantees, including the withdrawal of foreign forces and the resolution of the M23 issue, while emphasizing Rwanda’s violated sovereignty. He stated, “Defensive measures… will remain until these threats are fully addressed” thus prioritizing Rwanda’s territorial integrity.
Kabarebe criticized how domestic politics within the EU influence foreign policy decisions, stating that punitive measures against Rwanda hinder peace efforts in the region. He accused the DR Congo of attempting to distract the international community from its governance issues and human rights abuses through calls for sanctions against Rwanda.
