CARICOM Urges Venezuela to Respect Guyana’s Sovereignty Amid Territorial Controversy

CARICOM convened to discuss Venezuela’s recent claims over Guyana’s Essequibo region. They condemned Venezuela’s plans to conduct elections there, emphasizing violations of international law. The organization called for peace and judicial resolution of the issue while condemning violence against the Guyanese Defence Force. They also welcomed ongoing legal submissions regarding the territorial dispute.

During the 48th Regular Meeting of CARICOM Heads of Government, serious concerns were raised regarding Venezuela’s claim over the Essequibo region of Guyana. Reports indicated that Venezuelan officials announced plans to conduct elections in this disputed area on April 27, 2025, for a “Governor” and “Legislative Council” under an entity Venezuela dubbed the “Guayana Esequiba State,” a move deemed illegal by CARICOM.

The Heads of Government emphasized that holding elections in Guyana’s territory would violate international law principles, the UN Charter, and previous court orders, especially that from the International Court of Justice dated December 1, 2023. CARICOM urged Venezuela to refrain from conducting any elections or other intrusive actions concerning Guyana’s sovereignty.

Furthermore, the group condemned a violent incident on February 17, 2025, where an armed faction from Venezuela attacked members of the Guyana Defence Force while they were performing official duties near the border. CARICOM reaffirmed its commitment to Guyana’s sovereignty and territorial integrity.

The group welcomed Venezuela’s submission of its counter-memorial on April 8, 2024, regarding the historic 1899 Arbitral Award boundary dispute with Guyana. They also encouraged timely follow-ups in the judicial process, urging Venezuela to submit its final plea by August 8, 2025, as instructed by the Court’s schedule.

CARICOM reiterated its steadfast support for resolving the territorial controversy through judicial means, maintaining a peaceful approach in line with international law.

The CARICOM Heads of Government expressed considerable apprehension over Venezuela’s territorial claims and its announced intentions to conduct elections in the Essequibo region. They reaffirmed their support for Guyana’s sovereignty and emphasized adherence to international legal frameworks to resolve the dispute peacefully.
