Urgent Call for Action to Resolve Rising Tensions in South Sudan

AUMISS, IGAD, UNMISS, and RJMEC have issued a joint statement expressing deep concern over rising tensions in Upper Nile State and ongoing clashes in South Sudan. They urge the parties to collaborate under the R-ARCSS framework to address these issues urgently. The statement highlights the deteriorating security conditions and the importance of advancing the deployment of Necessary Unified Forces to foster public trust in the government’s commitment to peace.

The African Union Mission in South Sudan (AUMISS), the Intergovernmental Authority on Development (IGAD), the UN Mission in South Sudan (UNMISS), and the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) expressed serious concerns regarding escalating tensions in Upper Nile State. In a joint press release issued on Thursday, they also highlighted clashes involving forces from the signatory parties to the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) in Western Equatoria and Western Bahr el-Ghazal states.

The joint agencies urged the conflicting parties to collaboratively utilize the R-ARCSS framework to alleviate tensions in Upper Nile State promptly. Recent reports from the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM) indicate a troubling decline in the security situation in Upper Nile State, exacerbated by ongoing troop rotations in Nasir and the potential for widespread violence.

AUMISS, IGAD, UNMISS, and RJMEC emphasized the urgent need for the leadership of the Revitalized Transitional Government of National Unity (RTGoNU) and the Joint Defense Board (JDB) to work together swiftly on these enduring security issues across all three states. They warned that failing to address these incidents could jeopardize the Permanent Ceasefire, which is crucial to the Revitalized Peace Agreement.

Moreover, the joint statement acknowledged the necessity for advancing the unification and prompt deployment of the Necessary Unified Forces. This initiative is vital for enhancing public trust in the RTGoNU’s dedication to achieving lasting peace and stability in South Sudan, particularly during this critical phase as the country undergoes the fourth extension of its Transitional Period.

The joint call from AUMISS, IGAD, UNMISS, and RJMEC underscores the urgent need for collaborative action to mitigate security concerns in South Sudan. With rising tensions in Upper Nile State and clashes reported in other regions, addressing these issues is critical to preserving the Permanent Ceasefire and ensuring lasting peace through effective implementation of the Revitalized Peace Agreement. Prompt deployment of the Unified Forces is also essential to maintain public confidence in the government’s commitment to stability.
