Minister of Transport Engages with Ghana Shippers’ Authority to Enhance Shipping Regulations

Transport Minister Joseph Bukari Nikpe visited the Ghana Shippers’ Authority on February 24, 2025, to discuss the implementation of the GSA Act 2024. The visit aimed to motivate staff and engage with leadership at a crucial time of regulatory reform. On February 24, 2025, Transport Minister Joseph Bukari Nikpe visited the Ghana Shippers’ Authority (GSA) to strengthen Ghana’s position as the preferred shipping hub in West Africa. His visit aimed to engage GSA leaders, boost staff morale, and delve into GSA operations during a pivotal phase of regulatory changes.

Accompanied by Chief Director Mrs. Mabel Sagoe and other officials, Minister Nikpe was welcomed by GSA CEO Professor Ransford Gyampo and key personnel from Corporate Affairs and HR. The discussions revolved around the implementation of the GSA Act 2024 (Act 1122) and its effects on the shipping sector.

Professor Gyampo discussed the GSA’s history and the key importance of the new law in modernizing regulatory practices in Ghana’s commercial shipping. He noted the obsolete nature of the previous legislation (NRCD 254), which had been in place for fifty years and failed to address current international trade dynamics.

“… The core objective of the new legislation is to tackle key challenges hindering trade and to reduce the cost of doing business in Ghana…” – GSA CEO, Professor Ransford Gyampo.

He also highlighted that the GSA’s new expanded role aims to protect the interests of both shippers and shipping service providers to create a more conducive trading environment. Professor Gyampo stressed the necessity of trade for national progress and the detrimental effects of high charges or inefficiencies on trade relations.

Furthermore, he announced that the GSA is drafting a Legislative Instrument (LI) to provide operational guidance for Act 1122 (2024) ensuring stakeholder protection while prioritizing the welfare of Ghanaians.

In response, Minister Nikpe underscored the importance of the GSA Act 2024 in enhancing the efficiency and transparency of the shipping sector. He assured full support from the Ministry of Transport in enforcing and operationalizing the new legislation and pledged personal oversight on its parliamentary processes.

Minister Nikpe emphasized that stakeholder collaboration is essential in effectively implementing the law to create a favorable business climate. Professor Gyampo reassured the Minister of complete GSA support and noted their alignment with the government’s Reset agenda focused on fostering economic growth.

The visit was significant as it underlined the government’s commitment to improving Ghana’s shipping sector through the enactment of the GSA Act 2024. The collaborative efforts of the Minister and GSA aim to tackle challenges in the industry, enhance operational efficiencies, and ultimately boost Ghana’s trading environment.
