The Egyptian government intends to present a comprehensive, multi-phase plan focusing on early recovery in the region.

The plan’s first phase is expected to start shortly after an emergency Arab summit in Cairo set for February 27. Before this conference, Egypt will meet with officials from Saudi Arabia, Qatar, the UAE, and Jordan to discuss the reconstruction initiative. Egypt aims to finish the plan soon to address the ongoing humanitarian crisis in Gaza.

Trump has faced backlash for suggesting that the U.S. could take control of Gaza and resettle its Palestinian residents, proposals labeled as “ethnic cleansing” by human rights groups. Egypt’s response includes creating “secured areas” in Gaza to provide safe living spaces for Palestinians while repairing the damaged infrastructure.

The reconstruction is planned in three phases over five years, allowing residents to remain in Gaza during rebuilding efforts. Initially, three safe zones will be established to shelter families, along with mobile houses and aid shipments. This effort aims to employ tens of thousands of residents during the recovery period.

Cairo is collaborating with European and Arab nations to secure financing for the project and has proposed an international conference on Gaza’s redevelopment. Israeli officials continue to support Trump’s vision, with Prime Minister Netanyahu committed to reshaping Gaza’s governance post-conflict, a stance that reinforces the need for Egypt’s counter-plan.
