Benin’s Escalating Humanitarian Crisis Amid Security Turmoil

Benin faces a humanitarian crisis due to increased insecurity from Sahel’s violence, particularly affecting its northern departments. Attacks over the past three years have displaced nearly 19,059 people as of October 2023, with ongoing assessments needed for effective aid. Urgent action and support from the Red Cross and partners are critical to address the escalating situation.

The security crisis in the Sahel has increasingly impacted bordering countries, notably Benin. The northern departments, particularly Alibori and Atacora, have experienced numerous attacks causing widespread displacement. These attacks induce population movements, often followed by periods of calm, making access to affected regions challenging, thus complicating humanitarian efforts.

From December 2021 to September 2022, Benin recorded 43 attacks from non-state armed groups. According to researcher Kars de Bruijne in “Le Monde”, these assaults prompted the Red Cross of Benin (BCR) to monitor incursions, which have led to the displacement of 2,284 individuals, predominantly around W and Pendjari parks.

In 2023, raids extended to adjacent communes, resulting in further violence against refugees and internally displaced persons (IDPs). Between April and May, 28 fatalities and several kidnappings were reported, with 6,852 individuals displaced across several communes in Atacora. Subsequent data demonstrates a rising trend in displacement and humanitarian needs.

As of October 25, 2023, approximately 19,059 individuals were displaced across Atacora and Alibori. Areas affected include Cobly, Kérou, and Matéri in Atacora and Banikoara, Karimama, and Malanville in Alibori. A total of 111 violent incidents and 58 instances of civil unrest were noted between January and September 2024.

In 2024, a Displacement Tracking Matrix identified 12,501 IDPs, 37% of whom are minors. This figure excludes non-registered asylum seekers and IDPs from recent attacks. A significant attack on January 8, 2025, near “Triple Point” resulted in about 30 security personnel fatalities, intensifying the humanitarian crisis and prompting urgent calls for national assistance.

The humanitarian situation in Benin continues to worsen due to escalating violence, leading to significant population displacement. Data indicates a dramatic increase in IDPs, necessitating urgent humanitarian response and support. The Red Cross and its partners must assess the ongoing crisis thoroughly to provide adequate relief and support to affected communities.
