Their control of Bukavu follows the earlier capture of Goma, enhancing their dominance over Lake Kivu with minimal defense from the Congolese armed forces (FARDC).

The Congolese military reportedly abandoned Bukavu, leaving behind weapons that civilians and criminals appropriated. Consequently, residents faced extensive looting while many sought refuge indoors, fearing the escalated violence.

The DRC government estimates about 4,000 Rwandan troops are present in eastern territories. Despite these claims, Rwanda denies any military involvement. Growing international pressure is mounting on Rwanda to cease support for the M23 rebels.

In a statement on Saturday, M23 called for the local population to create vigilance committees for improved security. The group also insisted on the withdrawal of Burundian troops assisting the Congolese military in the region, amid ongoing gunfire reports near military bases.

With the potential for widening conflict, the international community is urging a ceasefire and de-escalation. Bankole Adeoye from the African Union expressed concern over the risk of eastern DRC’s division and stressed, “We don’t want a balkanization of eastern DRC.” He emphasized the need for the removal of M23 and its supporters from strategic locations.

UN Secretary-General Antonio Guterres echoed similar sentiments, advocating for the respect of DRC’s territorial integrity and the prevention of a regional war. The protracted conflict with M23, lasting over three years, raises suspicions that Rwanda aims to control local mineral resources and agricultural land, allegations that Rwanda disputes, citing its security concerns regarding armed groups in the area.
