M23 Rebels Capture Bukavu Amid Tensions with Rwanda

M23 rebels, backed by Rwanda, have stormed Bukavu, facing little resistance from Congo’s military. The Congolese government accuses Rwanda of violating ceasefire agreements. M23’s control of Bukavu adds to its territorial gains across the region, raising fears of a broader conflict and exacerbating humanitarian issues.

M23 rebels, reportedly supported by Rwanda, advanced into the center of Bukavu, eastern Democratic Republic of Congo, with minimal resistance from government forces. Rebel commander Bernard Byamungu stated that their control of the city began around midday. This advancement represents a significant loss of control for the Kinshasa government, which had grappled with M23’s attempts to capture Bukavu since they took Goma in late January.

The Congolese government accused Rwanda of sending troops into Bukavu and disregarding calls for a ceasefire. In a statement, they accused Rwanda of ongoing plans to “occupy, pillage and commit crimes and serious human rights violations” on Congolese territory. The M23’s rapid territorial gains and potential involvement of external forces heighten fears of an escalating regional conflict, harkening back to the historical tensions rooted in the Rwandan genocide of the 1990s.

Rwanda refutes claims from Congo, the UN, and Western nations that its troops are engaging alongside M23 forces, asserting it is merely defending against Hutu militia threats that are allied with the Congolese army. Britain’s foreign ministry noted that the situation poses a serious escalation risk, warning of severe humanitarian consequences from a potential wider regional conflict.

Despite Bukavu’s capture, reports indicate limited violence compared to the Goma takeover, which resulted in around 3,000 deaths. Witnesses in Bukavu noted the presence of M23 fighters without opposition, with some residents even welcoming the new control. M23 spokesperson Willy Ngoma shared a photograph on social media of M23 fighters in Independence Square, highlighting their influence in the region.

The insurgent group has claimed more territory in North and South Kivu provinces than all previous rebellions since the end of the two major wars (1996-2003), gaining access to lucrative mineral resources, including cobalt and copper. These resources are critical for global technology, particularly in electric vehicles and smartphones.

Footage verified by Reuters showcased M23 fighters engaging with locals in Bukavu, while smoke was seen rising from the central prison, indicating unrest. Congolese troops withdrew to prevent combat in populated areas, which led to chaos, including looting and a prison breakout. The South Kivu Governor confirmed the presence of M23 forces in Bukavu and indicated safety for himself and his team elsewhere.

The recent infiltration of M23 rebels into Bukavu emphasizes a significant shift in control away from Congolese authorities and raises alarms about potential regional conflict entwined with historical tensions. Amid allegations of Rwandan involvement, the situation poses a humanitarian crisis, complicating the already volatile situation in the eastern provinces of Congo.
