Mahmoud Ali Youssouf of Djibouti has been elected the Chairperson of the African Union Commission (AUC) for the term 2025-2028. His election was confirmed during the 38th Ordinary Session of the African Union Assembly of Heads of State and Government. Youssouf succeeds Moussa Faki Mahamat from Chad, who held the position for two consecutive four-year terms.
Youssouf’s election marks a significant shift as it breaks the historical pattern of the AUC chair being held by leaders from Western, Central, and Southern Africa, with East Africa now taking its turn. Youssouf achieved victory after five rounds of voting, securing 33 votes in the final round against Raila Odinga, the former Kenyan Prime Minister, and Richard Randriamandrato of Madagascar. Odinga’s potential was dampened due to an unclear presentation and time constraint during his speech.
In his acceptance address, Youssouf committed to advancing Africa’s interests globally while focusing on transformation. His extensive diplomatic background spans over three decades, having served in several important roles, including as Djibouti’s ambassador to Egypt and in the Ministry of Foreign Affairs since 2005.
At the 2024 AUC Mjadala Afrika Leadership Debate, Youssouf articulated the need for peace, security, and improved governance across the continent. He highlighted his priorities, which include strengthening the AU’s Peace and Security Council, operationalizing the African Standby Force, stabilizing funding, fostering intra-African trade, and facilitating the free movement of goods and services.
As part of a broader leadership structure, Angolan President João Lourenço has also taken on the role of Chairperson of the African Union, emphasizing the rotational nature of this position among heads of state.
