The Brazilian government has taken significant steps in regulating online gambling by blocking 11,500 illegal betting websites. As of now, only licensed betting platforms can function within Brazil, with 153 brands having been approved to date.
Regis Dudena, Secretary of Prizes and Betting (SPA), stated that unauthorized sites have been reported to the National Telecommunications Agency (Anatel) for removal. The selection criteria established for operators allowed those who sought authorization by September to continue, while others were prohibited from operating. Currently, 68 companies have been granted licenses, allowing them to manage multiple brands.
The licensing initiative has proved lucrative, generating R$2.1 billion ($360 million) in government revenue thus far. Authorities have meticulously reviewed 45,000 documents and processed 349 license applications. Compliance with the new regulations is being enforced through inspections: a total of 75 inspections have been conducted, and 11 regulatory ordinances are expected to be issued by mid-2024, alongside 14 additional rules aimed at bolstering market transparency.
Looking to the future, Brazil plans a public consultation to formulate regulations for sports betting and online casinos for 2025 and 2026. This process will focus on critical areas including advertising limitations, financial oversight, and responsible gambling practices. Dudena emphasized the importance of community involvement in this process, stating, “Instead of simply publishing a regulatory agenda, we bring points for consultation so that everyone has the opportunity to contribute.”
Additionally, the government is addressing the promotion of illegal gambling by digital influencers, having already fined 51 individuals for such activities. Discussions are underway regarding stricter advertising regulations to safeguard consumers, particularly minors and those deemed vulnerable. The enforcement of stringent regulations aims to boost government revenue, combat fraud, and enhance consumer protections.
Proposed initiatives for 2025-2026 include establishing a national database for self-excluded bettors to tackle gambling addiction, certifying online gaming providers to ensure fairness, creating a national betting oversight system for enhanced monitoring, and expanding support services for those affected by gambling disorders.
