Tajikistan hosted a national consultation for the Early Warnings for All Initiative, joining global efforts to enhance early warning systems against climate-related risks. Tajikistan recently hosted a two-day national consultation co-chaired by the Deputy Prime Minister and the UN Resident Coordinator. This event gathered significant stakeholders from state and international organizations, media, and civil society to discuss the Early Warnings for All Initiative. Ethiopia also held an inception workshop to support this global initiative aiming to enhance early warning systems.
Key agencies involved in the Early Warnings for All Initiative included the United Nations Office for Disaster Risk Reduction (UNDRR), the World Meteorological Organization (WMO), the International Telecommunication Union (ITU), and the International Federation of Red Cross and Red Crescent Societies (IFRC). Following this, a series of consultations began in July, with an Early Warnings for All Action Plan set for launch at the Africa Climate Summit in Kenya on September 4. The initiative will also be presented at upcoming global climate events including the Climate Ambition Summit in New York and COP28 in Dubai.
Deputy Prime Minister Mr. Sulaimon Ziyozoda affirmed Tajikistan’s commitment to climate resilience and effective disaster risk management. He emphasized the importance of coordinated efforts among various sectors and stakeholders, alongside strong community involvement and legislative support to enact effective early warning systems. The country faces frequent natural hazards exacerbated by climate change, necessitating enhanced water management and early warning planning.
UN Resident Coordinator Ms. Parvathy Ramaswami asserted that the Early Warnings for All initiative represents a significant advancement in protecting Tajik communities from climate impacts. She underscored the need for a comprehensive approach involving all relevant societal sectors to build robust early warning services. The initiative aims to bolster resilience against risks through four interconnected pillars: disaster risk knowledge, monitoring and forecasting, communication, and preparedness and response.
During the consultation, representatives from multiple ministries and agencies outlined progress in early warning system implementation in Tajikistan. They collaboratively identified challenges and prioritized strategies to enhance system coverage and effectiveness. Participants engaged in technical discussions, performed a gap analysis, and agreed upon a coordination mechanism and implementation action plan for the initiative.
Despite global progress, nearly one-third of the global populace remains without adequate early warning systems. The Early Warnings for All Action Plan, introduced at COP27 in November 2022, aims to bolster investment in crucial areas including risk knowledge, forecasting, and preparedness, particularly for vulnerable communities. The initiative seeks to establish a global framework to ensure that everyone is protected by effective early warning systems by the year 2027, highlighting the proven relationship between early warning preparedness and disaster risk reduction.
The launch of the Early Warnings for All Initiative in Tajikistan marks a vital step towards improving disaster resilience and managing climate risks. It emphasizes multi-sector collaboration and community participation to establish effective early warning systems. As global efforts continue, the initiative aims for comprehensive coverage and integration of early warning strategies to ensure safety and preparedness for all, particularly vulnerable populations.
