The Ugandan Minister of Justice and Constitutional Affairs, Hon. Nobert Mao, indicated that the Electoral Commission (EC) might extend the update period for the National Voters’ Register beyond February 10, 2025, due to incomplete registration efforts. Mao discussed this possibility with the EC Chairman, emphasizing that measures would be announced if the deadline approaches without full completion of the exercise.
During a plenary session on February 6, 2025, Mao presented updates on the voter registration process. Concerns voiced by the Committee on Legal and Parliamentary Affairs highlighted the limitations of registration kits available for the exercise, prompting calls for a deadline extension.
Mao clarified that the registration process involves collecting data on eligible voters and their voting locations, which will be publicly displayed for corrections. Parish tribunals will handle any disputes and submit conclusive data to election officials, aiming for a credible National Voters’ Register.
While acknowledging funding delays affecting the EC’s operations, Mao expressed optimism for a successful voter registration update. He mentioned that 5,000 new registration kits have been received but will not be utilized in the current update, as they are intended for broader citizen enrollment efforts.
Legislators urged comprehensive voter registration, particularly for Ugandans living abroad. Hon. Muhammad Nsereko highlighted the interest among diaspora members to vote at embassies and consulates, noting that the government recognizes this right and plans to formalize it into law.
Hon. Arinaitwe Rwakajara raised concerns about the representation of special interest groups, emphasizing that workers are presently underrepresented at municipal levels. He questioned the measures in place to ensure adequate representation of workers alongside other groups in the upcoming elections.
In response, Minister Mao assured that necessary legal amendments would be made to guarantee worker inclusion in the electoral process.
